The Greenhouse
The Challenge
Tajikistan faces significant barriers that limit educational opportunity and community development, particularly for students and young adults. Many students rely on mobile phones as their only means of accessing the internet while studying in crowded, multi-generational homes that offer little privacy or quiet space. Reliable public internet access and dedicated study environments are scarce, making online learning, remote work, and skills development difficult. These local challenges reflect a broader national issue. According to UNICEF, during the 2022–2023 academic year, "85 per cent" of Tajikistan's schools were located in rural districts, yet "only 16 per cent...had internet access," leaving many students with limited access to digital educational resources (UNICEF, Achieving Universal Connectivity for the Education Sector in the Republic of Tajikistan, 2024).
The challenges extend beyond internet connectivity. Young adults in Khorog have few clean, welcoming public spaces where they can gather safely, collaborate, participate in educational activities, or build supportive relationships. The Aga Khan Development Network notes that Khorog is undergoing efforts to improve urban resilience and quality of life, recognizing the need to "promote inclusive urban development and enhance the quality of life of urban dwellers" (AKDN, Khorog Urban Resilience Programme). Similarly, UN-Habitat emphasizes that the city faces ongoing pressures requiring strategies to "improve resilience and social stability for existing communities" while adapting to future growth (UN-Habitat, Integrated Spatial Plan for Environmental and Socio-Economic Resilience in Khorog, 2023).
Together, these conditions create significant obstacles for students and young professionals seeking educational advancement, workforce development, and meaningful community engagement.
